No it seems to run fine for me and my friend here, so you can rule that out. Don't quote me on this one because I haven't tried it but most 3rd party sites that sell steam keys/gifts often include an option to buy the game with a Russian VPN region lock which is usually a lot cheeper. I don't know what happens if you try to redeem one of those outside of Russia but i'm GUESSING Steam would notify you that you were trying to redeem a region locked code instead of crashing.
